| I think it is different, in different countries. Because of local policy, nature and social setup etc. If some body told his experience, you can't have an idea unless you belong to the same country. In some country one can have a business by first fetching a project and then open his office. So it will be quite different. In some , you have to open your office first and registered it then you are able to run some business (if you have some feasebility of a project). However one thing I know that if one has money (rather much money). It will be no problem to start a business (ofcourse one's intelligence do counts and a little luck).
