So?
Its obvious that the product is some kind of pin to pin replacement for something or so it is pad compatible for a parallel IC.

Perhaps they heard that microsoft wanted to write code for it - lol
I have heard that MLF is the preferred footprint for this family, I wouldn't use the TSOP28 version unless you really need to.
Although SOIC8 version is sold a lot more.
(check the inventory - see whats got the highest numbers - design for that - it will be cheaper & around longer)
