if your project is simulation, you can use MATLAB for simulating the whole project. but if it is implementation, for creating the communication part of the wimax protocol, it's best if you use VHDL or Verilog. but also for the video part you need to use C++ or similar computer languages to encode or decode the transmitting and receiving the video.
