You may check GPS and GPRS modem.
GPS gives the information for the vehicle via NMEA protocols every second.
You can parse out the longitude and latitude data and send those location information to the server using GPRS modem.
This will be the cheapest solution for the hardware.
It however requires rf service contract with moile companies.
