What are the factors one need to consider when exporting goods? Law? Tax? What else? For examples:

If I send a small piece of electronic component over the post.... it's legal(I guess)...

but if I want to send 10,000 pieces, and it will be sold in the other country, what restrictions might I face? Or could I jz do it via the post like normal goods? Only registered company can send/receive this amount of goods? Or is it just a money matter? Or do I need to get a license or register with something?
