http://www.cs.utah.edu/~chrisb/writing/jammer/circuit%20drawings/celljam5.pdf there are many circuits that are floating on the web. If you are new to RF circuity then I strongly suggest you stay off building such things as it is not easy to work with and even the slightest change in the board that you use will tune-out the device etc.
I am no expert in RF electronics, maybe others can help you out.
I thought of one simple way when I first thought of building a GSM jammer some years back. Just get a PA(Power Amplfier) in the required frequeny range and just feed noise into it while sweeping its frequency. I've not tested this but common-sense suggest that it would work but please don't ask me how to get it to work.
Also the power output of the amplifier plays a significant role in determining the jamming radius. And this is illegal in many countries so keep the jammer to your self or make the jamming radius confined to your room.

| Hmm, slightly illegal, is it not, unless you have a pretty low powered one!

I have a feeling none of these will work, I have tried to jam a cell phone before with 3 watts continous sweep out of a horn antenna 10 feet away from my cell and it still would not drop the call I think they have some very sophisticated frequency hoping in the cell network to keep from jamming/interfeering with many cellphones around.
But if you get one of these to work please let me know I would love to know how to do it (just for reference of course).
