Can someone explain the concepts of clock balancing..

clock balancing? sounds like some strategy for balance the clock tree? to get mini clock slew and synchronize all the clock rising and falling edges ?

where do you learn such a concept?

clock balancing !!

is it retiming?
that is to divide unequal delays in data paths made to almost equal so tht operating frequency can be fixed to higher value
