what is the state of the art method to making voltage pulses inside the chip??
(e.g. rise time less than 100 ps and pulse width is something like varying from 1ns to 5ns)
And what is the state of the art delaying method inside the chip??

hi!
state of the art? i don't know if this is state of the art but if you want delays, you should not have complicated circuits. it takes up space in chips. i use inverters or "snake" the wires to delay the signals. Ü
