now a days altera is gaining more popularity than xilinx
altera has a few features which xilinx doesn't have and vice versa.
u need a tool which does all the things like synthesize map translate place and route and a programmer and a fpga board with a download cable for programming ur fpga
altera has qu(at)rtus and
xilinx has ise which is free download from there website.
