Yes, it would appear to be a tuner problem. The only item that comes to mind is the input cable from the back of the TV to the tuner. (Some sets use a short piece of coax, others use a direct connect with the port of the tuner extending right out of the back of the set.)
What you are describing is either a defective VHF amplifier section in the tuner, or a very poor signal connection into the tuner. Was the set moved recently? Was the coax connector damaged or strained? It is possible to break the solder joints connecting the coax fitting inside the tuner. This can leave UHF ok. UHF is a higher frequency and the broken solder joint acts like a capacitor and couples across enough signal to work.
Is the set hooked to either cable or an outside aerial? Did the problem start after an electrical storm? If so, then lightning could have damaged the tuner.
Since the tuner is controlled via I2C, the micrcontroller does not control the details of tuner reception, it just sends the required channel info and the tuner does all the rest.
