It is the reference design from a IC provider.
I do not understand the circuit.
Anyone has idea?

There is almost nothing to understand - at least nothing important for user. The uC producer simply requires this circuit.

If I am not misunderstood, you need the crystal oscillator circuit diagram???

There are many principle circuit diagrams, and the most popular and easy to build is with CMOS logic CD4069, just download this IC datasheet elsewhere on internet and you will find out the application circuit in there. Once you get used with this, you will easily find out the other circuits that may be useful for your different needs.

I just want to know why the producer need the circuit. It is not common.

Well, the resistors creates divider, so that input have some voltage between ground and power supply.
Resistor betwen inputs makes the same voltage for boath inputs (there is probably OpAmp inside) and the capacitor to the groud makes "Ground" for the second input.
It is clear enough?
