In my opinion, it is very easy to make a footprint of any semiconductor device for Eagle library.
First, you should read the manual/tutorial downloaded free from Cadsoft.de. It is short and easy to understand.
Second, then you can copy and modify any footprint that exists and most similar to one you need in the Eagle library.
Third, you can surf the uploaded files for library from the Eagle users free from cadsoft.de either. If you are fortuner, you may get the ready-make for you.
Just try yourself first and then let us know the problem you are facing.
