I think Pcell for Guard rings is not a good idea (although it can be created the conventional way we create the pcells for transistors/resistors ) .
As there is a seperate section available in techfile, which can generate Guard rings when provided with some basic parameters. ( lxRule section). This would be quite simple and effective than creating a pcell for guardrings.
Also , when we create a pcell, the dimensions needs to be specified for a particular instance, and it is not always easy estimate the guard ring dimensions , while lxrule section allows us to create a guard ring just like a path or routing way.
