extract lib file with Cadence signalstorm!!!

When extract lib file with Cadence signalstorm, "setup time ,hold time " in standard cell will be generated independent? or generated with both input slew and output load value?
And "lib " extracted from signal storm is different from "lib" provided by Arstisan ,What is the reason ? pls help me
