huh really difficult project.
more, you will need mpeg2 chips which are not sold to hobbists... only by thousnads of pieces to big companies...
take a look at opendvb forums, there are projects in linux form.. good luck !

The TV-Tuner cards I have bought all use one of 2 brands of controller chips (and a couple of models from each). They appear to do all the interfacing work between the PCI bus and the tuner module. Most of the TV card apps cover all the chips. Discrete circuits for this are a waste of time.
The tuner modules are pretty simple to operate, if fact early TV's just used trimmer pots to hold the tuning voltage.
Now the PCI bus, without a single chip type interface is another story. We have several Engineers here that do nothing but PCI interfaces. You also have very strict rules on board design plugging into a PCI slot. It is NOT something that will work with #30 wire connections (I've tried). An "oops" can also trash your computer AND the other cards.
Some of the new Tuner modules that receive digital broadcast here in the US just spit out MPEG data in 8 bit parallel!

| Alos can be good idea to start looking into the FPGA. Firtival there are tons of the app notes regarding FPGA/PCI application. Secondoval video: that's big question what are the design goals: SDTV/HDTV, encoding (MPEG 2/MPEG4/H264 and ets)? Again here might be good idea to use of shelf chip with FPGA, (conexant, broadcom) check them out
