All what I understand is that using carbon fiber as a current conductor it is able to manifest negative resistance, just like a tunnel diode has a range in its voltage-current characteristics: when you increase voltage, the current decreases.
It is a good question what this behavior of the carbon fiber is good for? One has to find practical applications where it could be utilized.
Jean-Louis Naudin is know for experimenting with free energy / so called overunity devices but as far as I know there is no any circuit published by him to show or give any USEFUL overunity / excess output power.
No doubt he has shown some very interesting experiments and MAYBE an exception would be the Moller's Atomic Hydrogen Generator (MAHG) which is fully based on Irving Langmuir's discovery. Naudin says the hydrogen is merely dissociated and recombined and can therefore be recycled over and over again without consuming more hydrogen than the quantity used to start with. Here it is:

I see no evidence of negative resistance here.
Look which way round the voltmeter leads are in the photo.

"Chungs aparent negative resistance" is a real phenomenon that truly exists and is not currently understood that well. It is not real negative resistance since this would mean that the resistor is a power source instead of a sink. Absolute negative resistances without an external energy source cannot exist as they would violate the law of conservation of energy.
Just do a simple search on the web and you will find loads of articles on the subject. It was discovered by Deborah D. L. Chung at the University of New York at Buffalo. Some scientist still dont believe it, but it is true.

Simply put, any real life generator (An electronic power supply) is a negative resistance when you think about it. In other words they have a positive voltage over them bu yet they supply current. You can also create a negative resiatance with a simple op amp circuit.
It is clearly not a real negative resistance though since this would require power to be supplied from some non existant source.
