I think Product SUM as when you do product first, it will need to deal with smaller numebrs requiring lesser memorry and processing power and vice versa.

I think it depends on how will you apply it to the system you designed

I think it highly depends on the logic functions, e.g., the number of 1's in your Karnaugh Maps.
