a question about emission level for UWB antenna


FCC regulates the ERIP level of UWB antennas. according to the calculation of ERIP of the antenna, i got several questions.
if we define H(ω,θ,Φ) are the radiation transfer function in the specified angle(θ,Φ) (H(ω,θ,Φ)=E(ω,θ,Φ)/Vin).
Question
Is it correct if we know the H(ω,θ,Φ) and the pulse spectrum Vt(ω),the normalized radiated PSD can be expressed as | H(ω,θ,Φ) Vt(ω)|² as the scaling factor is not taken into account here?

As known, the H(ω,θ,Φ) is a vector with direction, is it correct if we refer to the
H(ω,θ,Φ) in the maximum-gain/E-filed strength direction as Max(H(ω)), the ERIP of the antenna can be calculated by |Max(H(ω)) Vt(ω)|² since the radiation PSD is the maximum gain defines the ERIP.
Question
for a dipole-like antenna with small dimension (maximum dimenssion is less than 2λ), is it justified to apprximate the maximum efiled strength using the CO-POLARIZATION component Eθ at θ=90? (the antenna is in the xy plane)
