well...VOIP is gateway is a system that converts a circuit switched voice to a packetized voice...VOIP ssytem uses codecs for that..there are many standerd codecs available..suchas G.711..its the most general codecs uses 64kbps stream...used in MSN messanger VOIP applications

additionally gateway is something that is used for communication with the external network. A VoIP gateway is used for communication from a network, lets say mobile network where channels are allocated as circuit switched the backbone is partially packet switched (ATM or VoIP based). now communicating with external entitiy you need some thing which acts as a interworking function which converts one protocol to another and makes the frame format in such a way that it is compatible to both the end points. hope that answers your question.

VoIP gateway functions are:
1- Converting analog speach signal into digital form using CODEC like G.711, G.729...
2- Managing Dial-Peers which are a form of binding Directory Numbers to IP address in order to for a call to reach the correct VoIP destination.
3- Interfacing with legacy circuit-switched based systems like: PABX's, analog telephone sets, CO's through T1, E1, E&M,..... interfaces

Simply it' working as a gate by it's physical mean
i mean it's connecting two different systems or networks
i converts the data packets from protocol to onother without changing the data to fit the destination protocols
