If anybody know where can I find any info about analog voice scrambler like as PHILIPS PCD440 IC? This IC not available...

At http://www.conrad.de you can get the FX118 chip.
Its scrambling works by inverting. It is
not secure, though, just like any analog
scrambling technique!

You can use simple SSB modulator and then transfer LSB or USB band
