panasonic ct-z2151lu

Just when watching tv with antenna or with cable all the image is vibrating and the letter appears duplicate or as shadow behind them. Any suggest will be appeciatted.

panasonic chasis aedp267
The power supply uses the STK73907 and when the set is connected to 110v it works normal however with 220v the picture vibrates all the time. Is there any known component that normally causes this failure.
