Is there any chip similar to 74XX138 but its outputs are not inverted?

I don't think you will find one ..
What about using 8 inverters on 138 outputs?
Try 74LS240 with EN1 and EN2 connected to 0V ..

Yes, IanP. that would work, In fact that is my solution by placing inverters on 74XX138 outputs. But that would not help decreasing the chip count.

Another option to reduce the number of ICs and replace combination of 138+240 with one IC would be to program and burn a PLD ..
