Well the last stage is the driver..

I cant tell much, there is an existance of diffrential amplifier at the middle, and single amp plus internal driver..

this may be used for data transfering i think

looks to me that there is something missing in the circuit .look at DC M1 is off (VG=VDD ,Vs=VDD) ,M2 is ON (VGS=VDD) giving V1=0 then looks obvious that V4 is vdd .
What exactly is this ckt doing then ??

please provide more data ?
