It's a device that includes an LED and a phototransistor, electrically isolated from one another. But you can drive the LED and the phototransistor conducts. Thus, you can transmit signals optically over the electrical isolation barrier.

They are used to transmit signals and still keeps two circuits electrically isolated from each other. Generally done to isolate low voltage circuit from a high voltage circuit.
Noise immune from electromagnetic interference.

It consists of an LED and an phototransistor or photodiode and it electrically isolates two circuits and they are also called optocouplers
