It looks like the software was written for DOS, so you will need to re-start your computer in DOS (WIN95/9 or open Command Prompt (WIN XP, Accessories).
Put it in a new subdirectory and include there your HEX file .. and try again ..

From your's another post I have learned that you can generate a HEX file.
About the programmer:
Maybe not everything is lost ..
I can't test it because I don't have your card attached to my computer but, as I mentined, Win2k can be similar to WinXP, and you can go to START/PROGRAMS/ACCESSORIES and find the "COMMAND PROMPT" option.
Have you tried it?
OR, do you know how to compose "commands" in the old DOS?

Help,
my experience with "good old" dos programs which try to access serial or parallel port hardware directly under XP and 2000 is that it does normally not work ...
Try to find a windows program for your programmer hardware or use a computer with windows 95 oder 98
best regards
